This report intends to provide policy makers, governments and civil society organizations with an easily accessible source of background information, approaches and assessments to work effectively with deported communities. It is not an exhaustive resource; rather one that provides a preliminary look at the issues of deportation and how they may be approached through engagement and service provision by civil society organizations or government departments. It is easy to read, accessible and flexible enough to be adapted to various circumstances and approaches amongst organizations aiming to engage and provide services to deported individuals.
The report is divided into two parts: Part 1: Legislations Governing Criminal Deportation to the Pacific Islands from the United States, Australia and New Zealand which aims to help develop a clearer understanding about the processes that govern deportation to Pacific Islands Countries (PICs), Part 2: Working with Deportees in an Ethical Manner: Approaches for Engagement and Service Provision which aims to highlight ethical values, principles and standards to gain knowledge and better understand the situation for those people who are deported back to PICs.
The report is designed for readers to go directly to sections that are of most relevant them; however it is advisable that all readers read the introductory section to gain a basic understanding of deportation issues in PICs.

The Pacific region has witnessed violent conflict, civil unrest and political crises. This has led to a growing recognition of the critical role of law enforcement agencies and security institutions. However, in recent years, there have been concerns that these institutions lack capacity to meet the challenge of providing security to the general public; that governments do not have the necessary civilian security expertise to manage them; that legislatures are not empowered to oversee them; and that security forces are not held accountable under the law for their actions. This publication is intended to support regional and national stakeholders to develop appropriate policies and programming.

This publication synthesises the issues and outcomes from the workshop on the Gendered Dimensions of Disaster Risk Management and Adaptation to Climate Change held in Suva, Fiji, in February 2008.
It provides a starting point for further discussion and exchange on issues of climate change, natural resource management and the importance of integrating gender into policy and program activities. UNDP Pacific Centre hopes donors and development practitioners across the region listen to the Pacific voices included in this publication and use it as a tool to guide the substance and direction of future programming in disaster risk management and adaptation to climate change.

Workshop Report: Integrating Human Rights in Natural Disaster Management in the Pacific |

The overall objective of this workshop was to increase the awareness and skills of UN staff and national and regional counterparts, especially those involved in disaster relief and recovery operations and programming, about the relevance of human rights issues in disaster management. It is foreseen that an increased awareness will ultimately reduce the vulnerability of affected populations, vulnerable groups and individuals, enable transition to normalcy and contribute to increased risk reduction, all within a human rights-based framework.
