MDG Achievement and Poverty Reduction

The MDG Achievement and Poverty Reduction team works to support the integration of the poverty-energy-environment nexus into MDG-based National Sustainable Development Strategies (NSDS), and build the capacities of key stakeholders/local institutions to expand access to environment and energy services, particularly for the poor.

In 2009 a key area will be follow-up on initial analytical work that was done by the UNDP Asia-Pacific Regional Energy Program for Poverty Reduction (REP-PoR) on the linkages between energy and poverty in Pacific Island Countries. The focus will be to increase the understanding of the programme specific factors that determine whether poverty conditions have improved, remained unaffected or have worsened by energy interventions through among others:
a) review of past local, national and regional energy initiatives for the impact they have had on poverty and
b) based on existing data and studies (i.e. HEIS, recent households energy use surveys (in RMI, Samoa & Fiji), census data, etc) document the relationships between poverty and energy services (use, cost, availability, etc).  As part hereof support to an analysis of data that is available from a household energy survey that was undertaken in Fiji in 2005 is planned.

In addition from 1 Jan 2009 the role of the Pacific Regional Technical Advisor (RTA) for UNDP/Global Environment Facility (GEF) Pacific climate change mitigation projects and programs have been transferred from the UNDP Regional Centre in Bangkok (RCB) to the UNDP Pacific Centre (PC). Tasks include participation and coordination in all the steps in the UNDP/GEF project cycle including identification, design & preparation, GEF and UNDP approvals, implementation, monitoring, and evaluation, and closure. Initially this transfer will cover three projects:
1) Action for the Development of Marshall Islands Renewable Energies (ADMIRE);
2) the Sustainable Economic Development through Renewable Energy Applications (SEDREA) project in Palau; and
3) the regional Pacific Islands Greenhouse Gas Abatement through Renewable Energy Project (PIGGAREP) covering 11 Pacific Island Countries.
