Background Study

Begining in 2008, an attempt has been made by the Commonwealth Local Governance Forum (CLGF) Pacific Project, Foundation of the Peoples of the South Pacific International (FSPI), and UNDP Pacific Centre (PC) to have a comprehensive approach to look into the interaction of the two systems and how the strength of the two systems could be derived to strengthen local governance at the local level. A three-pronged preparatory work to lay a strong ground of understanding and knowledge of the subject matter is designed as follows:
 
A background study on Local Government and Traditional Systems in Pacific Island Countries was conducted in late 2008 – early 2009 to examine the role traditional systems and institutions play in local level government, and the implications for service delivery and community well-being. The study utilizes a historical perspective, especially on the extent of how traditional authorities and practices are recognized in law and how practice/customs diverge from law; the extent of traditional authorities as ‘agents of change’; and the relationship between the traditional and modern systems. The study was done through a desk review by a number of scholars based at the University of the South Pacific. The final report of this study will be available in mid 2009.
